Both vaccines were used concomitantly in Poland for 10 years, taking as granted WHO guidelines based on some old evidence that replacement of the first doses of OPV prevents the ocurrence of VAPP. This subject is not actual anymore in Europe, but many countries could use this evidence when deciding to replace OPV vaccines.
